Comrade Nambala Kesavarao and Other Comrades Dastardly Killing by State

    The Central Committee of the CPI(ML) is deeply concerned at the killing of Comrade Kesava Rao, also known as Basavraj, the General Secretary of the CPI (Maoist), along with a large number of his comrades and villagers. 

    We strongly condemn this act of killings by the armed forces of the state under the banner of Operation Kagar.

    This is an act of cold blooded murder sponsored by the state when the other side is ready for negotiations. Preventing war by negotiations is the law of war.

    Notwithstanding our political differences we feel that they had been fighting for the rights of tribal people who are being brutally evicted from their home and hearth at the behest of the big capitalists - foreign and Indian.

    The killing of Comrade Kesava Rao is violation of democratic principles and law of the land.

    We demand immediate stoppage of all kinds of military operations and starting of negotiations by both sides for peaceful solution in the interest of the tribal and dalit people of the region.

Stop War and Opt for Dialogue for Peaceful Settlement

    After Pahalgam incident, killing 26 civilian innocents by some Islamic fundamental militants, which is condemnable, the Indian Govt led by BJP–RSS’s reaction to retaliate as an unthinkable ever by Pakistan, in the name of ‘Core Operation Sindhoor’ cannot be an instantaneous and temporary one but is a very much part of well thought or well drawn play of all out War on Pakistan. Since long both the countries are consciously fostering, promoting both the fundamentalist fascist notions, Hindutva on one side and Islamic on the other, intending to rouse the people of one religion as enemy of the other mutually and name calling as terrorists each by these fundamentalist forces. Both these fundamentalists look at any such incident or even tiny difference as terrorist action. Their perception runs from this terrorist angle. In which Pahalgam incident ‘though it is cruel’ is no exception for them.

    So, the reasons behind this Pahalgam incident and Operation Sindhoor is a reaction to it. We feel the fundamentalisms, both Hindutva, Islamic being roused by both the Govts Pakistan and India as one of the main reason and imperialists interests in this South Asian continent part of world. Also we feel it is not antagonism existing between Hindus and Muslims but it is enmity between Hindutva and Islamic fundamentalisms propped up by comprador ruling classes of both the countries under foreign imperialist force’s dictates in their own world hegemonic interests. 

    Now, this war is not projected or focused as war between both the religious fundamentalist aided and abetted by respective imperialist masters but as between both the religious people and countries where common and working people will have nothing to gain from this war or it’s war booty.

    Whether one likes it or not the Govts of both the countries under the guidance of their imperialist masters are scrupulously, forcefully involving crores of productive and intellectual people in this criminal act of war by turning it step by step into a full fledged war. Coming out from it or to continue it does not lie in the hands of rulers of both the countries but it is in the hands of their masters. As the war is disastrous to the people of both the countries and even more to people of India - the toiling masses, democrats, patriots including retired army and police forces of all sorts, we are appealing to oppose such anti people war is the need of the our.

    At present both the countries are deeply crisis ridden as part of increasing crisis of world imperialism. In every part of these countries one can notice people’s struggles of all kinds of classes and oppressed masses on genuine issues of democratic nature. There are also nationalist struggles for Azad like Kashmiri and Balochistan, Naga nationalities etc. There also Adivasi struggles in Dandakaranya, Manipur and other forest areas i.e. 5th and 6th schedule, against the naked loot of underground minerals, forests and lands by corporates national and international aided by Indian govt. This unwanted war between both the countries will simply overshadow or bring under carpet those democratic struggle driving the country into war economy and if needed into emergency rule. It curtails everyone’s rights of expression, association, organisation and agitation and leads to inhuman suppression. Therefore, this is apt time for peace loving and working people including democrats to come out to oppose this war and its inevitable worst consequences.

    We oppose the Pahalgam’s killings of innocent civilians in the name of religion and opine that those real culprits of this crime be brought to justice through the International Court. It is our categorical stand. 

    But such Pahalgam incident is not new to any of these two countries. In the name of religion either Islamic or Hindutva fundamentalist forces, there occurred many such communal or fundamental incidents in each country. For example Mumbai - Parliament Bhavan blastings, Uri, Pulwama attacks in India by Islamic fundamentalists - Balakot surgical strikes etc. by Indian govt. and Hindutva fanatical forces’ massacre aftermath of Godhra in Gujarat and Akhlaq’s killing incidents in UP and many more in other states. Ex MP Jafri incident in Ahmadabad who raped women to the extent of 250 in the name religion and Bilkis Bano’s heart burning mass rape incident are the open testimonies of Hindutva fanatical cruelty. 

    Keeping all these above stated facts in view, we appeal to the people of India and other peace loving patriotic political parties-forces, democrats, intellectuals, working class, peasantry, students, youth, women, Dalits, Adivasis and minorities to come out to unite in opposing the camouflaged all out offensive war and it’s unbearable war economy. So, we call upon all sections of people to come out to fight to stop war by both sides by speaking out by each country in relevant international and national forums.

  • We demand that the govts of both the countries honour and continue implementing the Indus Waters Treaty (IWT) 1960 and 1972 Simla Accord.
  • Stop cross border firings and attacks to pave the way for building mutual trust and for talks to seek peaceful settlement.

On Peace Dialogue

    The Central government’s increasing persecution of so-called “Urban Naxals” reveals a deeper intolerance, not of armed struggle, but of any form of dissenting ideology. When the mere expression or propagation of alternative political beliefs becomes a punishable offence, if it really is a democratic govt., it will allow propagation of alternative ideas. 

    This crackdown on ideology coincides with the waning of the Maoist movement’s military strength. The state appears to be taking this as advantage to mount an offensive, less on the battlefield, more on Adivasi peoples and on the terrain of ideas. Their ultimate goal? To pave the way for unchecked imperialist and corporate exploitation. Forests, tribal lands, and mineral-rich regions are being systematically cleared for looting. In this context, any ideology that opposes imperialism, corporate plunder, or that advocates for people’s democratic control becomes a threat to the state and its economic allies.

    The Maoists have repeatedly expressed their willingness to engage in dialogue. They have even invited the government to the negotiating table. But Amit Shah’s response is telling: “Surrender your arms first”. If disarmament is the precondition for dialogue, what about people’s rights - forest rights and what about the mining and land of Adivasi people?
    
    The Govt’s peace initiative is less about harmony and more about silencing dissent and clearing the path for neoliberal plunder.

    Today all ruling parties have the responsibility to stand in support of the ideas of democracy and republic. This is a country with several ideologies, religious sects, languages and culture. But at the same time some are supporting the slogan of one dharma, one ideology and one political party only. This will lead us to dictatorship. No democrat, no socialist, no activist of mass movements will accept this. There may be intense altercations among ideologies and theoretical attitudes but the attempt to suppress all other theories will certainly lead to fascist attitude. In history these fascist ideas got upper hand only for a short time. At present the BJP party and its members who have got full majority should not behave arrogantly. They have to put a full stop to oppression and fanaticism. They have to show restraint with the problems created by neighbouring countries. They should not sacrifice the immediate and long term aspirations of our people. Though some philosophy has ruled the roost for some time in history, the philosophy supporting the masses is always alive without a break. It never lost its heroic quality of resilience, managing its emotions and bearing the oppression. This we declare from the side of the people. 

    Preventing war by negotiations is a law of war. War should not be continued while inviting for negotiations. Demanding to surrender the enemy forces by either of the belligerent forces is not a law of war. Though one party is superior in military it should not try to eliminate the democratic forces and the people. Elimination of the opposite force by conspiratorial methods also is not a law of war. Maoist party is ready for negotiations. But the state is laying down some sanctions. Both the parties should stop the war and sit across the table for negotiations. Humanists and democrats are calling for peace. Different political forces also are demanding the rulers to discontinue the massacre of people.
    
    We demand immediate discontinuation of all kinds of military operations in the adivasi areas and protect the rights of adivasi people.
